Leading I-O: SIOP Welcomes New Officers!

The results of the recent election are in, and SIOP’s newest Executive Board officers are:

     Fred Oswald - President-Elect
     Janet L. Barnes-Farrell - External Affairs Officer
     Milt Hakel - Instructional and Educational Officer
     Rob F. Silzer - Professional Practice Officer

Meet the Officers

Fred Oswald

Dr. Oswald is a professor of I-O psychology at Rice University who has served SIOP over the past 15 years in many roles: Research and Science officer (current), SIOP Principles Revision Committee (current), Scientific Affairs Committee and Chair, External Relations Committee, Electronic Communications Committee, Strategic Program Planning Committee, and more. He participates with his graduate students in the SIOP Annual Conference, where he also has led/co-led three SIOP preconference workshops and consistently serves as presenter, panelist, discussant, and conference reviewer.

Dr. Oswald’s research addresses workforce readiness and personnel selection issues within organizational, educational, and military settings. He develops selection measures and evaluates them for their reliability, validity, and adverse impact. His research has received over $2 million in grant and agency support. His methodological research advances traditional statistical methods (e.g., meta-analysis, structural equation models) and new methods to the field (e.g., predictive models from big data, Bayesian analysis). Dr. Oswald publishes widely in collaboration with graduate students, researchers, and practitioners (70+ journal articles, 15+ book chapters, 4000+ citations in Google Scholar). Currently he is an associate editor at Journal of Management, Psychological Methods, Research Synthesis Methods, and Journal of Research in Personality, and he serves on 10 editorial boards. He is a fellow of SIOP, APA, and APS.

Dr. Oswald also connects I-O psychology with broader national and international priorities, for instance in working with the National Research Council (board and committee member roles), on NSF panels (reviewing grants and graduate fellowships), and on several international grant review panels.

Janet L. Barnes-Farrell

Janet Barnes-Farrell is professor of Industrial-Organizational Psychology and director of the Industrial Psychology Applications Center in the Department of Psychological Sciences at the University of Connecticut.  She has research and professional interests in the health and well-being of our aging workforce, the intersection of work and other life domains, and performance appraisal. 

Dr. Barnes-Farrell is a Fellow of SIOP and a past president of the Society for Occupational Health Psychology.  She also serves on the editorial boards of several scientific journals, including the Journal of Applied PsychologyJournal of Business and PsychologyJournal of Managerial Psychology, and Work, Aging & Retirement, and she has served as associate editor of the Journal of Occupational Health Psychology. Dr. Barnes-Farrell also has considerable experience with SIOP governance. 

She is currently chair of the SIOP ad hoc External Relations Committee and has served in a variety of other leadership roles in SIOP over the years including Society secretary, member-at-large, Division 14 representative to APA Council of Representatives, chair of the Long Range Planning Committee, chair of the Task Force on Advocacy, and chair of the Education & Training Committee; and she has been a member of several other standing committees and task forces.

Milt Hakel

Milt is Ohio Eminent Scholar and professor emeritus at BGSU. His PhDis from Minnesota (1966). He served on faculties at Minnesota, OSU, and Houston before moving to BGSU (1991). He received research support from the NSF, Navy, Air Force, Coast Guard, Army, and private sector. He edited Personnel Psychology for a decade, and then was its publisher for 20 years. He served as SIOP’s president in 1983-84 and is now the president of the SIOP Foundation. He is a fellow of SIOP, APS, IAAP, and AAAS.

During 43 years as a faculty member, Milt advised 79 students through the completion of their doctoral dissertations. While at BGSU, he created Springboard, a freshman-level personal development course modeled on assessment-as-learning practices from Alverno College and intensive feedback and coaching practices from the Center for Creative Leadership. This led in turn to R&D work on electronic portfolios as a means for documenting student growth in applying their knowledge to solve practical problems.

Also during the Bowling Green years, Milt contributed research and essays to the emergence of the new field of the Science of Learning, and he advised the Ohio Board of Regents in its initiatives to demonstrate institutional accountability for student learning outcomes. He served on the Board on Testing and Assessment of the National Research Council, chairing its Committee on the Evaluation of Advanced Teacher Certification. Many of his current views about education in I-O psychology are included in the Byrne et al. March 2014 IOP article.

Rob F. Silzer

Rob Silzer’s professional experience is broadly based, across 40 years in personnel research, doctoral graduate teaching, professional writing, consulting practice, and SIOP service.  Professional interests include leadership, assessment/selection/succession, development/coaching, high-potential talent, talent management.  He is currently:

His professional commitment has been to support and advance I-O practice.  As Practice officer he will continue that effort through initiative, collaboration, respect for others, and getting things done.

About the Voting Process

Votes for SIOP president‐elect and officer positions are recorded using the Ware single transferable vote method (voting is done by ranking candidates and an automatic runoff is calculated, per the procedures used for APA’s presidential election). Candidates are placed in rank order by voters and each person elected must receive a majority of the votes cast. Ranking of all candidates is encouraged but not required.

After each voting round, the candidate with the lowest number of votes is eliminated. If the voter's first choice receives the lowest number of votes, the vote is transferred to their second choice for the second round and so on until one candidate reaches the required quota. This system is also known as a “single transferable vote” or instant runoff method.

On the tally sheet the transferred votes referred to above are shown in the gray boxes. In Round 2 and beyond, ballots that include only candidates that have been eliminated are considered "exhausted." The number of these ballots for each round is indicated on the tally sheet.
